Scooter-riding, Ankle-monitored 18-Year-Old Arrested in Three Northwest Sexual Abuse Incidents

WASHINGTON — D.C. police have charged an 18-year-old Northeast Washington resident in three alleged sexual abuse incidents that occurred within several hours of one another in Northwest Washington, the Metropolitan Police Department announced Tuesday.

Moustapha Sow was arrested Monday by members of the department’s Criminal Apprehension Unit and the U.S. Marshals Service. He faces three counts of misdemeanor sexual abuse, according to police.

Investigators said the incidents occurred October 16, beginning around 9:45 a.m. near 11th Street and Columbia Road NW. A second incident was reported at approximately 10:21 a.m. in the 1600 block of Harvard Street NW, and a third at about 2:20 p.m. in the 3700 block of Calvert Street NW.

According to an arrest affidavit filed in D.C. Superior Court, complainants described unwanted sexual contact by a man riding a motor scooter. Detectives said they connected the three incidents using witness accounts, surveillance footage and location records from the District’s Department of Youth Rehabilitation Services.

The records placed Sow near the reported locations at approximately the relevant times, according to investigators, who also compared the rider’s clothing and footwear with a photograph of Sow. The affidavit does not explain why Sow was subject to electronic monitoring. A warrant was issued October 21, five days before his arrest. The allegations have not been proven, and Sow is presumed innocent unless convicted.
